Terminal 3, a Hong Kong-based Web3 startup, has closed a US$8 million seed funding round co-led by Illuminate Financial and CMCC Titan Fund.

Significant participation also came from Animoca Brands, Progression Fund, IDG Blockchain, and Cherubic Ventures.

Existing investors, including 500 Global, Consensys Mesh, Hard Yaka, and BlackPine, also provided additional investment.

The investment is earmarked for boosting Terminal 3’s R&D efforts ahead of several application launches later this year and scaling the business. The capital injection will also support the development of a solution specifically designed to future-proof businesses tapping into agentic AI.

Founded in 2023 by Gary Liu (CEO), Malcolm Ong (CPO), and Joey Liu (COO), Terminal 3 is building technology that leverages blockchain to store freely composable data securely and privately. Its approach combines decentralisation with zero-knowledge tools, offering businesses access to critical data without the inherent storage risks associated with traditional, centralised methods.

This provides an alternative to centralised data storage, which can compromise user privacy and burden enterprises with compliance and security issues.

The startup enters a market facing dual pressures: the rapid growth of artificial intelligence (AI), particularly agentic AI, and an increasingly stringent global regulatory landscape. Agentic AI, capable of accessing multiple data sources for tailored interactions, highlights the challenge of handling highly personal information securely, especially in sectors like banking.

Gary Liu noted that the unprecedented demand for user data places billions of people’s privacy at risk while organisations grapple with mounting risk and compliance issues exacerbated by data growth.

Yat Siu, CEO of Animoca Brands, highlighted the projected 4,000 per cent growth in the agentic AI market over the next decade, intensifying the need for secure data storage solutions and justifying Animoca’s investment.

Simultaneously, data privacy regulations worldwide are tightening, driven by heightened consumer awareness. Initiatives like the EU’s Digital Marketing Act (DMA) and various US state regulations signal that compliance will become even more challenging for businesses.

Terminal 3 believes its decentralised yet interoperable privacy architecture can solve many of these challenges. Blockchain ensures instant privacy and zero-knowledge tools enable data access without risking the disclosure of Personally Identifiable Information (PII).
